The crime must be punished at any time otherwise he punishes you. Especially when he is included in a political system, as happened during the communist regime, it massacres a whole people, or when he is organized and consolidated in a democratic system, he becomes a political and economical mafia, which is ready to do every thing for the power and the corruption interests. A society is democratic as mush as it fights and punishes the crime and criminals. In the socialistic society the party-state itself directed the crime, for political and ideological motives and for holding the power with violence. Indeed, the hugest crime of that antihuman system is shackling of the freedom of a whole people and the brutal transgression of the national and human rights. There are over 10 000 people executed with a fire-gun without any judgment or dead by the tortures done in the inquests, prisons and concentration camps. There are 30 000 political prisoners, 33 000 interned without decisions and other 10 000 interned and expelled by the fascist commissions, which contradict with the existent constitution of that time. There are 50 000 Albanians of Kosovo killed and other thousands imprisoned by the Serb-communist regime, besides one-secular Serb genocide on the peaceful Albanian people that lives in his ethnic sites, out of the political borders of the Albania. The organized crime continues even today, when the politics has close connections with the world of crime and the state is powerless to fight it. Albania became one of the countries with the highest criminality, with the most problematic corruption and illegal trafficking of the world. In these conditions, Albania must get out of non-governing, it needs a political and institutional will to fight really the mafia and the organized crime, it needs the cooperation anticorruption position-opposition and with the International institutions. The only solution is construction ad functioning of the state of justice in Albania, fall of the political and social conflict, the stability and the return in normality, which, in my opinion, are reached only with free and honest elections, admitted by all parties, on which must be established the lasting political balances, the legitimist democratic institutions of every governing in the future. Only then can be established the conditions for a total cooperation of all politics even of the state and of the nongovernmental organisms, of the communities and of the individuals to prevent and fight the crime in Albanian. The spiritual calmness and the social peace come from the effort for reconciliation and cooperation, even the justice and the application of law. The prevention and castigation of crime are a cultural and civilization act. The first effort for spiritual reconciliation and understanding started with the begging of the democratic processes. The entire platform of the reconciliation and of the national union was compiled and presented by political persecuted persons in Reconciliation Charter of 1992 and published and as a booklet independently. This was a great cultural and civilization act of them. Thought they suffered unjustly, the persecuted persons did not ask revenge and self-judgment, but justice. After 1992 started the states effort for the integration of the political persecuted persons in the political, economical, social and educational life, but for political reasons after 1997 was stopped. Today the political persecuted persons are the most discriminated part of the Albanian society. Even the effort of the last days addressed to the parliament and the state institutions for compensation of unpaid job of ex-political prisoners is procrastinated and opposed in absurd way. The properties issue, for their total compensation is a fundamental issue of the democracy, of the progress and of the legal state. This serves to the reconciliation, the descent of tensions, the isolation of the organized crime as well as prevention of killings originated by revenge and blood feud. Although during this transitional decade there were two powerful movements. They became a great value for the history of this country: Movement for moral valuation of the distinguished personalities of the country, denigrated and condemned by the totalitarian regimes, directed by the commission of valuation of the personalities as well as the movement for reconciliation in Albania and Kosovo, directed by the respective forums. As the individual revenge and the self-judgment happen and enlarge usually in a country without rules, become indispensable the powering and the consolidation of the legal state, the provision of living conditions and the good political clime as well as the cooperation of all factors of the society to cure these wounds. A society with so many problems, especially from crimes world cannot integrate in European set without titanic efforts. |
