Your Excellencies,

We address you on the 80th anniversary of the victory over Nazism, at a critical moment for Europe and beyond, where the global crisis, wars, and plans for a new world order threaten humanity with another world war. The increase in military budgets and the occupation of territories for natural resources are fueling this danger. Despite great technological and scientific progress, there is no guarantee it will not be used against human life. Nature provides resources for all, yet it is exploited barbarically and faces destruction alongside humanity.

Millions of people worldwide continue to be killed for the interests of rulers, while others suffer from exploitative slavery and are paid barely enough to survive. Capitalism is proving more brutal than slavery, more unjust than Nazism and Communism. The state and religion have failed to bring peace and happiness to humanity because they have not created the right system to protect life and nature. Instead, they have been used by rulers as tools for enrichment. Democracy and the Rule of Law remain demagoguery, serving not the citizens, peace, or happiness, but the capitalists who control politics. This happens because conscience and reason, law and justice, are overshadowed by ego for power and wealth, which spills rivers of blood and ruin people’s lives.

A new world order belonging to the FUTURE CIVILIZATION must emerge, but it requires a SYSTEM OF JUSTICE, peace, and happiness, of love and meaningful life in this abundant nature and land for all. Our society has experimented and created the model of the SYSTEM OF JUSTICE, but it has been isolated and kept away from humanity’s attention because it did not interest the rulers who have led cruelly throughout history. The SYSTEM OF JUSTICE was experimented with and realized for 800 years in the MEDITERRANEAN, with the STATE OF ARBËRIA, without armies, police, or prisons, without taxes or protests, but only with conscience and justice. Community work was voluntary and contributions were made according to ability. In the new system, we must not allow a world of killings and destructive weapons, nor a society with prisons and enslaved citizens exploited by employers and the wealthy. It is the honor of today’s leaders to pave the way for the NEW ERA OF CIVILIZATION, for the SYSTEM OF JUSTICE, peace, and happiness, against the barbaric exploitation of man by man, the destruction of peoples’ lives and nature.

Your Excellencies,

The tragedies of the First and Second World Wars resulted from conflicts among the Great Powers at the expense of innocent Balkan peoples, especially Albanians, who were unjustly divided into five states, despite historically being known as a nation of justice and peace. The damage caused by this division was not only economic but also a painful genocide, denial of origins, and territorial alienation. Even greater was the destruction of their civilization, the 800-YEAR-OLD STATE OF ARBËRIA, the first secular state in the world, unique in justice. The Byzantine, Slavic, and Ottoman empires recognized and respected this state, with centuries-long agreements not to touch not only its founding territory, MIRDITË, but also its influence across Arbëria for the protection of democracy, language, customs, good neighborliness and interfaith brotherhood. For this reason, Pope Francis planned his first visit to the Albanians and chose a representative family of three generations from the capital of the State of Arbëria, Gëziq-Ndërfandinë, Mirditë, for his blessing, as did Austrian Emperor Franz Joseph in 2014.

This memorandum is submitted under the legal status of the National Reconciliation Committee, founded in 1990 by leading academics and intellectuals to preserve peace, coexistence, and interfaith brotherhood, and to prevent conflicts arising with political pluralism after the fall of communism. The Committee works for the integration of Albanian society into the European Union and has consistently faced forces undermining this process, as well as peace, democracy, and the Rule of Law. In 1997, the reconciliation missionaries were the key factor in stopping thousands of young men from the north from going to fight in the south, where politicians incited conflicts and bloodshed, leaving 3,000 dead. A year later, this committee sought a peaceful resolution for Kosovo’s independence, emphasizing that victory through war would never bring peace. Although the request was accepted by the Serbian President and most Western countries, it was abandoned by forces seeking war, arms trafficking, and bloodshed between Albanians and Serbs. The Committee is independent and uninfluenced in its ideas because it operates on a voluntary basis. The Committee has not received financial support from the Albanian Government, embassies, Western or Eastern donors, USAID, SOROS, the EU, etc. The Committee has voluntarily collaborated with the U.S. Department of State and thanks U.S. Ambassador James F. Jeffrey, who declared to the Albanian government that the U.S. Department of State supports the National Reconciliation Committee’s strategy for applying tradition in defending democracy and the Rule of Law. Without this committee, we would have over 100,000 Albanians killed today. This data has been made public earlier through submissions by the High Eldership to Albanian state institutions, the international community, and judicial bodies to break the monopoly over politics, national wealth, and the market. The National Reconciliation Committee invites you, as global leaders, at this critical moment for peace, to assess the current situation of humanity and take responsibility for compensating Albanians who were unjustly divided into five states by the Great Powers. This committee has repeatedly requested the European Commission to prioritize compensating the damage caused to Albanians through funding for infrastructure, education, healthcare and the environment, in all states with Albanian territories, as this would benefit other Balkan nations as well. These requests have not been evaluated or considered by the European Union or the international community, nor by Albanian politics. The Great Powers, who were part of the decisions harming Albanians, must responsibly address this damage and the reunification of Albanians under their state-forming values, serving economic progress and integration into the EU. This can easily be achieved by reducing military spending and increasing investment in peace, well-being, and progress across the Balkan.

The National Reconciliation Committee opposes any incitement of nationalism but demands a fair stance from the Great Powers and the EU toward Albanians. Albanians today are divided into six Balkan states: Albania, Kosovo, North Macedonia, Serbia, Montenegro, and Greece. They number around 13 million, but more than half have fled the Balkans due to oppression and enslavement. Their language is Albanian, a unique branch of the Indo-European family. They are known as Arbëresh, descendants of the Illyrians on the shores of the Adriatic and Ionian Seas. Their first state, the State of Arbëria, was founded in the Illyrian territory of the Pirustae, rich in copper and gold, with its center in Mirditë, the midpoint of Arbëria from Arta to Mitrovica and from Igoumenitsa to Ulcinj. Since the time of their Queen Teuta, 300 years BC, they have preserved pagan festivals and nature worship. They are a nation of law and justice, as was the STATE OF ARBËRIA, WITHOUT ARMIES, POLICE, OR PRISONS, WITHOUT TAXES OR PROTESTS, ONLY WITH CONSCIENCE AND JUSTICE. The Arbëresh, though pagan, welcomed the Apostle Paul, in 40-60 AD, when he spoke to them about the sacrifice of Jesus Christ for justice and the stance of His mother Mary, who did not submit to torture but stood by her son until the end. The pagan Arbëresh allowed the construction of churches for Jesus because He sacrificed Himself for justice, while St. Mary was seen as a symbol of love and sacrifice by mothers, daughters, and wives. Just as they allowed the construction of Catholic and Orthodox churches, they accepted the building of mosques during Ottoman rule, insisting that Islam, like other faiths, to implement Arbëresh laws and customs. For 800 years of its rule, the State of Arbëria protected, like no other state in the world, democracy, freedom of speech and property, equality before the law without distinctions of race, religion, gender, or social hierarchy, built interfaith brotherhood, and encouraged marriages among citizens of different faiths and ethnicities. Nature, the sky, and the land were sacred and inviolable. The inhabitants of Arbëria’s capital, Mirditë, still swear only by the Sky and the Land. It is in the interest of the Balkans, Europe, and all humanity to have the inspiring model of the STATE OF ARBËRIA.

The first decision to deny the Albanian nation by the Great Powers was made in the Treaty of San Stefano between Russia and the Ottoman Empire, on March 3, 1878, which denied the Albanian nation as a political subject and gave most Albanian lands to Slavic and Orthodox Balkan states. The remaining Albanian territories were left under Ottoman control, except for Mirditë, territory of the STATE OF ARBER. The denial of the Albanian nation was repeated at the Congress of Berlin on June 13, 1878, convened by the initiative of the six Great Powers: Germany, England, France, Russia, Austria-Hungary, and Italy, under the leadership of German Chancellor Otto Bismarck. The Great Powers invited Balkan states like Serbia, Greece, Bulgaria, Romania, and Montenegro to present their claims at this Congress, but not Albanians. The Albanian demands of the League of Prizren and the Prince of Mirditë for recognition of the Albanian nation and its territories were rejected, as happened at the London Conference, December 17, 1912 – January 1913, which left more than half of Albanian territories to Greece, Serbia, Montenegro, and (North) Macedonia. At the Yalta Conference, held February 4–11, 1945, by the three Great Powers—Russia, Great Britain, and the U.S. It was again decided that Albanians would remain divided into five states. The U.S. request for small states like Albania to participate in this meeting was rejected by the Russian leader. Albania existed as a state only thanks to U.S. protection. The Committee for Nationwide Reconciliation and the Albanian nation are grateful to Emperor FRANCIS JOSEPH of Austria-Hungary, who called upon the Albanian princes to unite against injustice in 1914. With foresight, the Emperor ordered the deployment of military troops around the territories of Mirdita, the capital of the STATE OF ARBIR, and financed the reconstruction of the Church of St. Mary of Arbër in Gëziq, Mirdita, placing the Arbër coat of arms and inscriptions on the walls of the Church to preserve them as evidence for generations, which are today in the National Historical Museum.

For 145 years, since the Treaty of San Stefano in 1878, the decisions of the Great Powers have caused Albanians economic and physical damages amounting to trillions of dollars, yet this harm has never been addressed. No contribution has been made to alleviate the suffering of Albanians who sacrificed for Europe’s peace and never compromised neighborly relations. During this period, the Great Powers have spent hundreds of trillions on wars and armaments, yet not a cent for compensating Albanians. The evidence is in the archives of the chancelleries of the Great Powers, which must be opened to see the truth and analyze the damage.

For the above, we request that from the hundreds of trillions of dollars of the Great Powers, spent on wars and armaments, a minimum fund of 1 trillion, be allocated for the rehabilitation of the Balkans, prioritizing states with Albanian territories like Serbia, Greece, Montenegro, North Macedonia, Kosovo, and Albania, without excluding Bosnia-Herzegovina. This would raise confidence that the New World Order will be built for Peace. This budget should be planned for investments in infrastructure, the environment, healthcare, and education, as well as for protecting democracy, justice, and the Rule of Law, because justice suffers alongside peoples of Balkan from political abuse. Courts in the Balkans lack sufficient human and financial resources and have been deliberately neglected by politics. This has led to overloading, forcing courts to delay decisions for years and not deliver justice. Judicial reforms, supported by the U.S. and EU in these countries, are being targeted for elimination because Anti-Corruption Courts and Special Prosecutors have investigated high-ranking political figures. Europe and the entire international community must see that the main problem damaging democracy is political parties which have become private and are not held accountable before the law like any other individual or organization. They must be tried like any individual, company, or criminal group that deceives and robs the people, leading to tragic conflicts. Political parties in the Balkans are emerging as sophisticated organized crime groups for overthrowing or retaining power for profit and domination.

We propose that this Plan be monitored by the EU, U.S., Germany, Austria, Turkey, Russia, France, the United Kingdom, and Italy. Funds should be distributed based on the total population of beneficiary states, regardless of the number of Albanians in their territories. Through this plan, the “FEDERATION OF ARBËRIA” could symbolically be created, removing customs between states with Albanian territories, and placing the emblem and flag of Arbëria alongside the European and national flags of these states. To avoid disrupting existing borders, Albanian associations could be established in Montenegro, Serbia, North Macedonia, and Greece, modeled after the Serbian association in Kosovo. For the Balkan states belonging to the “Federation of Arbëria,” judicial and territorial control institutions should be integral parts of the European Union and be monitored by it. Albania’s membership in the European Union should take place, by 2030, together with Serbia, Montenegro, North Macedonia and Bosnia and Herzegovina. During this period, the European Union Constitution must be prepared to guarantee the future of this union and prevent the dissolution of it. We must reiterate that the State of Arbëria is the best model to promote in the Balkans and beyond for democracy and for democracy and the rule of law. The democracy and assemblies of Arbëria were all-inclusive and voluntary. All laws in the State of Arbëria were approved within three days after discussions with youth, women, children, shepherds, artisans, merchants, workers, and farmers. Court decisions were reviewed at all levels within a month and implemented conscientiously by the convicted. Laws and community and family life rules were taught from childhood. Often, they were written on stone and wood plaques along roads and public buildings for citizens to remember. Judges, leaders, and administrators could have no benefits except those written in the law and determined by the people. If unjust enrichment was found, punishments were severe and enforced through self-imprisonment, property confiscation, house burning, exile, or multiple damages repayment. In the democracy of the State of Arbëria, the people led, not the individual. The elected carried out duties assigned by the people. Freedom, equality, dignity, and human rights prevailed above all. Enrichment through worker exploitation or unpaid labor had the harshest consequences.

Gender and social equality, as well as interfaith brotherhood, were sacred. Public ceremony protocols, even funerals, were simple and equal, for leaders and judges as for workers, craftsmen, and farmers Any excessive ceremony was abandoned by turning one’s back. Pope Francis sent a similar message by insisting on simple funerals and donating wealth to prisoners and the sick.

Your Excellency Mr. Friedrich Merz. The German nation suffered great misfortunes from nationalist ideology, just like other peoples who suffer under religious rule. Germany has an important role in the progress of the European Union and peace in the world. Your contribution is of interest in promoting the vision of the State of Arbër before the new world order, with the aim of peace and happiness of humanity. For the most efficient realization of the plan for the Balkans, we propose to establish an International Commission. It to be settled in the Municipality of Mirdita, the capital of the State of Arbër, which will play the symbolic role of the “Capital of the Federation of Arbër”. As a sign of gratitude to the United States of America, without which the Albanian nation and today’s Albania would not exist, we propose that the Honorary President of this commission be the President of the United States of America. The Prime Minister of Albania, Kosovo and the Mayor of Mirdita shall participate in every meeting of this commission and present the necessary investment and organization plan for the Albanian territories. The bank for the disbursement of the funds of this plan shall be established in the Mirdita Municipality. In that bank, the Albanian government, as a sign of gratitude and obligation to the people of Mirdita, shall transfer the amount of gold of the Republic of Albania, which was produced with sacrifices by the families of Mirdita, without any benefit from the Albanian state, but persecuted by communism for the ideas they had on equality, justice and the Rule of Law. The Albanian state has the obligation to compensate for the damage it caused to Mirdita, the capital of the State of Arbër, by dividing it into 6 districts in order to weaken the political opposition of this people to the dictatorship and misgovernment. It is the duty of the government and Parliament of Albania to coordinate the realization of this far-sighted plan for integrating the Balkans into a happy future in the EU. The National Reconciliation Committee has clear ideas on how this plan will bring rapid integration and benefits to all Balkan states and foster fraternal relations among their citizens, as the State of Arbëria had strong ties with Greece through Ali Pasha Tepelena and Mirditë families in Himara, with Montenegro and Serbia through bishops and kings who donated repeatedly for building cathedrals and monasteries in the capital of the State of Arbëria, Gëziq-Ndërfandinë, just like with North Macedonia, whose inhabitants built the Church of Progon in tribute to the founder of the State of Arbëria, Leader Progon.

The National Reconciliation Committee wishes to bring to the attention of His Excellency, Mr. Donald Trump, the letter sent to him before his election as President, emphasizing that it was St. Mary of Arbëria who protected his life and the American people from civil war. We remain convinced that it was St. Mary of Arbëria who invited him to sit with President Zelensky at St. Peter’s Basilica in the Vatican, where the world witnessed a highly significant meeting. St. Mary of Arbëria has invited President Trump to take a beautiful photo with Pope Francis’s attire, to remind him of the Pope whenever he makes decisions about migrants, prisoners suffering in jails, and for peoples involved in wars. This committee also asks His Excellency, Mr. Vladimir Putin, Her Excellency, Ms. Ursula von der Leyen, and H. E. the Chancellor of the Federal Republic of Germany, Mr. Friedrich Merz to reduce military budgets and eliminate nuclear weapons in Russia and Europe, for Europe and Russia share one culture and a civilization, and must not declare enmity. The Russian people and all peoples of the world would support this decision. With the budget for the Balkans and Albanians, Russia could build a highway and railway from Moscow to Belgrade to Ulcinj, for the Mediterranean Sea belongs not only to Albanians, Greeks, Maltese, and Croats but also to Serbs and Russians, who have given life to European history with their genius in art, culture, and science. His Excellency, Mr. Recep Tayyip Erdoğan, as President of Turkey, bearing the heavy responsibility for peace between East and West, is under the watch and hope of all Albanians to negotiate this plan’s realization. The National Reconciliation Committee, like all humanity, values the great contribution of the Turkish nation to protecting peace and the rights of nations worldwide and trusts Mr. Erdogan.

Knowing that the People of the USA, Russia, EU, UK, France, Italy, Austria, Greece, Serbia, Montenegro and Macedonia have entrusted you with the task of leadership, we assure you that Saint Mary of Arber, Saint Mary of all humanity, of peace and brotherhood for all nations and religions, will help you in this plan. She told the Albanians to make the STATE OF ARBER WITHOUT ARMY, POLICE AND PRISONS and they did it for 800 years. She told them not to give up on the Jews and they did not give up. She told them to love the Islamic religion and they continue to love it. She is in the hearts of all Muslim Albanians as well as the most mentioned name in all holy books and everything that is happening to humanity is against her will. She will give you the blessing of all the leaders of humanity for the new world order, for she is known as SAINT MARY OF JUSTICE.
